I, Mr. Gautam Sinha, graduated from Jadavpur University, Kolkata as a Mechanical Engineer and joined ONGC in 1987 as a Production Engineer. I have wide experience of working at both onland as offshore fields of ONGC in Assam and Mumbai Offshore for more than 23 years. I have mainly worked at the Well Services Group, Joint Venture Group as well as the Corporate Office of ONGC at Delhi overseeing ONGC’s Joint Venture blocks and offshore development and production operations of in Western and Eastern Offshore.
Further, I have a rich experience of working at Directorate General of Hydrocarbons (DGH), under Ministry of Petroleum and Natural Gas, Government of India, for more than 14 years on deputation from ONGC where I had performed the role of Head of Production Department, Chief Technical Officer and Executive Director (Strategy and Planning). At DGH, I was actively involved in formulation of key strategies aligned with the roles and functions of DGH as well as other important technical and contractual issues. I have also headed the Investment Promotion Cell and Business Development Unit of DGH and led discussions with global E & P Companies, Consultants and Service Providers on E & P Policies and opportunities in India. I was actively involved with flagship deepwater projects developed in the East Coast of India and onland project in Barmer, Rajasthan during my tenure at ONGC and DGH. I have special interests in deepwater development, oil and gas contracts and policies and rules and acts related to India and global upstream sector.
After my superannuation from ONGC on 29.02.2024 , I had been working at DGH as Advisor (Strategy and Planning) to Director General, DGH till 28.02.2025.
