Mr. Prabh Das, MD & CEO of HMEL, brings with him over 44 years of distinguished experience across the Indian Administrative Services (IAS), the Energy and Petrochemicals sector.
During his 27-year IAS career, he held senior roles in the Ministry of Petroleum & Natural Gas, Ministry of Commerce and Department of Ocean Development, leading key initiatives such as the formulation and implementation of the Auto Fuel Policy in the Ministry of Petroleum & Natural Gas, heading the first Indo-European Union working Group meeting and being responsible for bilateral relations with US, Japan and Europe in the Ministry of Commerce.
As Joint Secretary, Refineries Division, he oversaw 26 mega projects worth over US$ 25 billion, and served on the boards of major oil PSUs including IOCL, HPCL, MRPL, CPCL, and EIL.
Post IAS, he led the implementation of India’s first FDI project in Oil & gas—HMEL, a joint venture between HPCL and Mittal Energy Investments Pte. Ltd.
Under his visionary leadership, HMEL established the Guru Gobind Singh Refinery in Bathinda, Punjab, with a capacity of 11.3 MMTPA, making it one of India’s most modern and complex Crude Oil refineries. He also spearheaded the launch of the Bathinda Petrochemical Complex, positioning HMEL as India’s second-largest polyolefin producer.
HMEL, under his stewardship is also investing in sustainability, renewable energy and digital transformation initiatives to support India’s energy transition goals.
Mr. Das holds key positions in various prestigious Oil Industry Bodies/ Institutions such as FIPI, OIDB, FICCI, CII, CSIR-IIP, OISD, ASSOCHAM.
An alumnus of IIT Kharagpur and Southern Cross University, he is a Certified Project Director (IPMA) and recipient of multiple industry awards, including Business Leader of the Year 2025 and CEO of the Year 2022.
